I dont find #1 as bad as #2 (i wanted to bet the turn) ..

The river barrel in the first hand doesn't look bad at all.

1.) Better hands can fold (small pairs see 3-4 overcards and a triple barrel on a dry board).
2.) Worse hands can call (A high on the theory that they are too strong to fold).

These points usually require two different opponents, or the same one at different times, but yeah, I think you can profitably make this bet on this board if you know why you do it (to bluff or for value). Betting and folding to a raise is probably better than checking and calling if you have ruled out checking and folding. He is not going to bet worse hands for value. He might check back better hands (like 33). But, if that is you read, then checking and folding comes into play. That is, unless he bluffs one hell of a lot with his absolute trash, in which case, checking and calling is again a viable play.

Game theory probably has an idea about what to to (you have here the nut non-paired hand in a 3-bet pot oop), but this spot (OOP OTR) is quite sensitive to the behavior of your opponent, so that whatever game theory advocates might often be sub-optimal.

1) I would not mind to bet this hand sometimes as a bluff against A4 AA2 and the small pocketpairs but the way you described your opponent, i don't think he's ever gonna fold a pair and he's also more likely to have hands like QJ JT and all those gutshot type of hands that have either made the straight or improved to a pair and you won't achieve foldequity against his pairs so c/f is the best line

2) With no reads it's just too close. If you'd know he'd probably checkraise all his 7x oesd type of hands and also x2 type of hands, you could be raising for value but he could have check/called 7 as well as 2x or he does have some bluff that's gonna fold anyway. Just call the River, what if he 3bets? you don't have a read and you won't feel well by raise/call , neither by raise/fold.
