Is second pair good enough to call for value on the river?

Villain is most likelly a fish, given the stack size and the stats (just 8 hands though). I don't mind a flop cbet because I expect him to call wide. I think I prefer cbetting the turn and checking back/folding the river. As played, I think we have to fold the river, but calling probably isn't terrible. He could still have some 2nd pairs or random bluffs, I would imagine.

As played, you can call river.

you can't take this line and then fold river - that is just burning money. bet-check-call because you think he floats you, and if you don't think he floats you then don't bet flop. check back flop otherwise. In other words you have to snap call river and if you're not happy about doing that then maybe you should consider the reason why you might take this line and why/why not to take it against certain players.

Most of the time, no. Fish play very directly in this spot: if they have TP, they bet. Else, they don't.

I woud either way bet flop and turn if he calls of light... that way we can both times set our price for it

OR

I would check behind flop and call a turnbet, reevaluate river (probably call again)
