I would usually flat this pre vs UTG but vs fishy guy I think it is ok to 3bet.
OTF calling seems to be the right move.

Looking at the stack sizes, the player seems to be a weaker player probably a calling station, vs this kind of player i dont like betting the flop, i beleive he folds 90% of his range and continues with sets to your flop cbet, i guess he has 88 33 possibly k8s depending how weak he is or even AK for a split,

Its a tough fold either way

I would of checked the mega dry flop, call/bet turn call bet river. disguising your TPTK, what did he have out of curiosity

with TP vs the shortstack, we have to call.

Considering the situation, not the player, for me, it would be a tough call between calling and folding.

Considering the player and his short stack, I think it's a call. He min-raises from UTG and doesn't have a full stack, he seems to be a fishy player, the kind of player that would probably raise top-pair on the flop.
