As you said, should have been a standard cbet otf here (gii if he wants to), ap folding that river 100% of the time, we're never good with TPTK unless we have a read on villain (the read being he bluffs boards w/ missed draws) - but at the micros and especially lowest two stakes, players rarely stack off otr with 2nd pair.

you said it yourself, you should have c-bet this flop for value. You very often have the best hand.
When your delayed cbet is raised, I would get worried. I don't think we can call the raise, it's either fold or go for a 3bet to counter any draws. We still have some fold-equity if you dont make it too big.

His sizing seems very calculated (near perfect pot-size shove OTR) so this looks like a reg, and most regs will not get the money in when they not have TPTK beat, so I would surely fold OTR too.

I think calling the turn is a close one already. We should fold river here.

Only bad players do not get bluffed once in a while. Nothing to do about that, except for cheating and looking at his hole cards. But that is illegal.
