With your turn raise, you represent a straight or 88. Perhaps T8. You would have bet any other set, any 2pair, any top pair otf for protection. You have not, so your raise is a 9 or 88 or T8. CO min-3bets, so he also has a straight. He will not bluff, because there are two players still to act. PERHAPS he raises with Txs (midpair + flush draw). Perhaps he has the nuts, perhaps not. You cannot 4bet, so call down.
