Hand #1
As he opponent has pretty small stack then I might even consider skipping the thin value. Only reasonable hand we might get value from is like 78 or some other draw which did try to Call for the straightdraw and hit the 8 on river and maybe from 99. Don't think that he would like make a hero-call on river anyways with a lot worse while his stack just doesn't allow it. Therefore I might even prefer skipping the thin value on river and Check behind as we are against unknown.

Hand #2
I'd actually as well bet the turn to get value from any Kx and as well even maybe draws. And yes likely would ship the river as well, while it's somewhat a miracle card for us. ♦

And about the bet on turn I'd say that it's because you said he has pretty wide range there, that's why I expect him as well to have any kind of JT and etc connectors and maybe even some FD type of hands in his range.

First Hand:
If the opponent is somewhat laggy I would just cbet and calldown vs action. Checking behind this flop is almost always a middle strong hand like you have.
The riverbet is ok I guess. He won't call with a lot worse but he doesn't check better hands often nor would he bluff check/raise often. Sometimes regs talk themselves into a call here.

Second Hand:
Judging by his preflop play and stats he seems rather passive (not so reggish imo), so I would bet the turn myself because he will have a draw very often and probably won't bet the turn a lot to let us check/raise.
As played the riverovershove seems to bet ok in this situation (vs Kx).
