Flop pot is good. Just concentrate on getting value from his pairs, maximum value.
Turn bet is too small. you need to get it allin on the river, like you did, but with more reasonable sizing. I think the turn card is very good for you, because he will have a good amount of 7x:diamond::diamond: and 4x:diamond::diamond:, as well as 86 picking up four more straight outs. Those hands, along with Ax, are never folding turn if you bet $19. Or $26 for that matter. I'd go either $19 to stay below $20 (weak players think in terms of 'oh 20 dollar'), or $26 which crosses $20 and sets up nice river sizes.
River, yeah, he usually wont call 7x/4x vs a normal bet, and if he has the case Ace he will pay off with his entire stack. Good shove.
Jamming with 44 or 77 would have a ton more EV, yes, as he has more Ax and less 7x 4x which he check folds. That does not mean that A4 isn't a jam though.
